Yes, they are indeed different.  The former is for M cameras, and the latter
is for R cameras.

Whether one is 'better' than the other depends on very much on what your
priorities are.  You have to have a set of criteria before you can make any
judgement, for example: resolution, contrast, size, weight, ergonomics,
price, and last but not least, bokeh! ;-)  And more importantly, you have to
have the right camera body to use the 'better' lens!
