No it doesn't, and no they aren't. The US Secret Service is charged with investigating bank fraud in the USA. When a bank thinks they have been defrauded they don't call the FBI, they call the Secret Service, who then investigate. One recent investigation showed that people living outside the USA (in Slovenia) were able to represent themselves to a US bank as living inside the USA by using this proxy service, which is based in California. Nobody monitored the traffic, but all financial transactions keep records, and those records gave the address of my server as the source of the fraud.
