The companies in question send their movements there to be tested and certified. Another interesting note is that the top brands of Patek, A. Lange & Sohne, Jaeger-LeCoultre, etc., don't give a rat's patooey about COSC certification and prefer to regulate their own movements, oftentimes to standards far more stringent than COSC's.
