Your method seems OK, it just depends if the marks you refer to are on
the film base or on the emulsion side.  

If it's on the base it'll probably come off, however you may need to
very very gently and lightly squeegee them between two fingers to try
and get them off completely.

Now the other side!  .....  Emulsion!  That's a whole new ball game. 
And no amount of re-washing, Photof  lo whatever,  is going to get the
marks off,  simply because if they have dried into the emulsion the
chances are they are there forever.

Maybe others on the LUG more knowledgeable than I on things of this
nature will have a solution to cleaning it, but I don't believe I'm far off.
