Because it is a highly inflected language, word order doesn't make that much
difference in Latin. The verb ('est') tends to migrate to the end of the
sentence, but not if it sounds better someplace else. In this case putting
the key word 'disputandum' at the end of the sentence gives the saying a
nice twang, a payoff if you like, which is probably why 'est' moves to the
next nearest available slot, so to speak.
