found the article in Vanity Fair, and did a little research,
It appears that the actual situation is this; the US, along with very few
other countries (see below) does in fact execute juvenile offenders for
crimes committed whilst they were under 18 (No, not little children). This
is of course against the UN Convention on the Rights of the Child.
(And this time, please don't blame the messenger, I am merely passing on
what was reported in a well known US Magazine).
Also, this from Amnesty International:
"Sentencing people to death for crimes committed when they
were under 18 is prohibited by international
law. Yet in the
1990s juvenile offenders are known to have
been executed in
Iran, Nigeria, Pakistan, Saudi Arabia, the USA
and Yemen.
In the USA, more than 65 people are on death
row for crimes
committed when they were under 18 years old.
Robert Carter and Joseph Cannon were executed in Texas in
mid-1998 for crimes committed when they were
17 years
old. Both had been seriously abused as
children. Both
suffered from brain damage.
