Good observation. Not only would it be more logical, but that's really 
what it is. 18% grey is a misnomer. It means 18% reflectance. It's 
actually 50-50 black and white. If you take a piece of paper and 
print an equal number of tiny black and white squares on it in a 
checkerboard pattern, it will average out to about "18% grey," or 
18% reflectance.
