Sounds like a factory defect in the plating process of that particular body. 
Probably the chemical reaction could be removed by a skilled restorer using 
automotive crocus cloth and then touching up with enamel. The basic metal is 
probably smooth underneath the bubbling finish. You might write to Leica for 
advice on how to solve this problem. They probably encountered it before.
