As a complete overreaction. The paper explained how the officers apologized, so they admit it was wrong, and they explain the prosecutor is refusing to drop charges. That's telling both sides, even if the "other" side refuses to actually throw them a quote. It's their choice. If they don't want their side told more completely, that's their problem.
