In Windows at least, the twain plugin is the scanner  software.  In the
case of some scanners third parties also make compatible twain drivers such
as silverfast for the LS2000.  The scanner twain driver does all the work
and then delivers the resulting file to Photoshop.  Photoshop does nothing
prior to this other than starting the twain program and waiting for the
resulting file.  The better quality the file deliverd to Photoshop, the
better your results in Photoshop will be.  Its like when you make a print
in the darkroom.  The better the negative (file provided by scanner and
twain software) you start with, the easier and better the final prints will
be.
