Subject: [Leica] Is Oil on 200mm f/4 Teleyt Lens Normal?

Had some unfortunate experiences at a local repair place. Bought a 200 f/4
lens for use on the Visoflex II. It had some oil on the blades, and it was
very
stiff to focus. When I got it back the first place, it was STILL stiff, and
the oil
was still there. They claimed this kind of lens needed there to be oil or it
would
rust out. Is this true? Of course this same place assembled the lens backward
(aperture scale opposite side with depth of field scale).
