Leica Card is an additional paying Leica service package. It has nothing
to do with registering a Leica item. You can subscribe to it on a yearly
basis.
There are two packages: Leica Card (99 DEM) and Leica Card Plus (199 DEM).
Unfortunately, these packages are only available in Germany at the
moment, so subscribing wouldn't be of any use to you.
Part of the package are: two issues of the Leica World magazine, the
regularly LeicaCard newsletter, free camera + lens check when
participating to a Leica Akademie seminar (check of all equipment for
LeicaCard Plus), special member days at Solms (coming up on 30 and 31
October now with special photo contest and LeicaVision show), admission
to the LeicaCard lounge at Photokina, possibility to subscribe to an
equipment insurance with Agrippina, and so on.
You also get all new brochures and sales catalogues (like the one I was
talking about yesterday) sent to you from the moment they become
available, and I also got the official "Leica handbook" 1998.

You can read all about it on the Leica web pages (this part in German
only):
