I can think of two reasons: First, titanium is a difficult material to
work with.  I don't know for sure, but I suspect that making lens
barrels out of the stuff is not the easiest task to tackle.

Secondly, Leica equipment is quite expensive enough.  If they were to
make lenses out of pure titanium, the end product would probably have
a price tag larger than some smaller countries' fiscal budget.

Not to mention what the price of a lens hood would be... ;)
