My 21mm is 91 degrees, and that is on the diagonal. I think this has to do with the shifted coverage. Just a guess on my part but probably if you took a picture shifted completely to the left (up) then another shifted completely to the right (down) without moving the camera then the two photos taken together would have a 93 degree coverage (on the diagonal) In all cases I have seen Leitz/Leica specifications indicate diagonal coverage.
