Well, yes, it IS a state, and not federal, matter in the US.  But all
states save for Louisiana, and all US Territories, have adopted the Uniform
Commercial Code, which specifically states that no warranty can be based
upon the return, or non-return, of any registration form or card.  So, the
law is the same in all states and territories save for Lousiana, and I
recall that their laws on this point are a bit more stringent -- no
registration can be required to invoke a warranty.
