I am forwarding comments from National Geographic Traveler Magazine
regarding tripod usage in Washington DC.

"We learned from  the National Park Service public
information office indicated that there is no blanket rule regarding
tripods here -- okay in some places, nix in others.   In some areas
tripods
are prohibited because of potential damage to the environment, e.g.,
granite and marble walkways, or grass.  Certain places, such as the
Ellipse
south of the White House and Lafayette Park, are considered security
areas
by the Secret Service and tripods are not permitted there."
