In addition to my earlier post:
I made a mistake! When the scene has a real reflectance of 13% and the 
meter is calibrated for 18% then the resulting exposure setting is 
overexposure and not underexposure as I indicated. The -1/3 correction of 
the Leica R8 metering system could be taken as an acknowledgement of this 
fact.
