This is because the Leica LTM RF magnifies the image (to increase the accuracy of the short-base RF). It therefore needs focusing ("needs focused" as we say[egregiously] in Pittsburgh), similar to other magnifying optical devices: binoculars, telescopes, etc. As such, this need would be so even for someone with 'perfect' vision.
