There are, unfortunately, neighborhoods in virtually every city in the U.S.
which, at night particularly, hold little or no charm to the police, fire,
or other emergency personnel. A recent article stated that downtown Fargo,
N.D. was becoming an unattractive place to walk at night. C'est la vie!
