Between a hurricane that caused a lot of damage on the coast a few years ago and the 2 or so years of Covid construction around Austin slowed to a comparative crawl. That slowdown has largely ended even with dramatically higher interest rates. The first image is part of Austin Energy's work to strengthen the grid after our winter freeze. This image is mostly to demonstrate the relative soil or lack thereof. Some of the concrete can go 3/4 of a meter to bring the home out of a flood plain.
