Thanks, Chris,

I was aware that rag paper is from, or has a high proportion of, cotton 
rather than wood pulp.
It seems that my colleague had a special kind in mind to introduce his 
students to quill penmanship.

I will pass your recommendations to him. We are in Japan, so can't use 
Office Depot, but maybe he
can find the places you recommend online.

He used to buy his paper for over $200 dollar equivalent a time, until the 
mill closed down.

IMO, Clairefontaine paper or Rhodia paper works best with fountain pens (and 
perhaps quills). There are some places on the 'net that still sell 100% 
cotton paper. HP Premium paper ($18/ream) can be had at Office Depot, and it 
is very FP friendly.

Rag paper just means paper made of Cotton fiber instead of wood pulp.
There are hundreds of different types of rag paper made for different
purposes, like writing, printing, drawing, watercolor painting, etching,
lithography, etc. Art supply stores would be the place to look.
