( She was also a fatality.) The shooter was 20, which I think is below the age of allowing a firearms license of any sort in any state. Gun laws help somewhat to limit guns from criminals, but if you are a criminal, you pay no attention to laws, and if you are crazy, same thing. The number of this kind of crime is tiny. A few a year in the US. ( yes, there should be none.) In the grand scheme of things, it is seen as a (repeated) one off occurrence. Locally, ( Los Angeles area) there are schools where the front entrance is "protected" by metal detectors. I think NYC also has such tactics. The schools also have a zero tolerance policy on weapons in school... get caught, no excuses, you are thrown out of school. But like most crazies or crimes of passion, when the hormones/emotions go nuts, all the safeguards will do no good. You find a weapon and carry out your "fantasy".
