Rather than serious planning the towns generally "pay" (with ludicrous 
property and other tax incentives - often for as long as 5 to 10 years) 
Walmart to come in and decimate the local economy; and ship the cash flow 
out of state and off-shore. We have seen this in many communities in 
Wisconsin. Then when the incentives expire - they head to another 
sucker-town.
