I have never seen a dedicated roaming service (at sensible cost) available from outside the continent the phone will be in.... Do you need (much) data? When I go overseas I use two phones, one has my normal SIM in so that people can still get hold of me and the other has a local PAYG one for use within that country. That is fine for voice but data is trickier.
