I would expect an "international" plan to be for calling out from the US. I
have never seen a dedicated roaming service (at sensible cost) available
from outside the continent the phone will be in....

Do you need (much) data? When I go overseas I use two phones, one has my
normal SIM in so that people can still get hold of me and the other has a
local PAYG one for use within that country. That is fine for voice but data
is trickier.

Look at companies like Vodafone and Orange to see what is available.....

I just checked with AT&T.  I can buy an International voice and data plan
before I leave the US.

I'll have to look into this more closely, especially the cost.
