Possibly a bad winter, possibly CWD. Only way to test for this is to examine 
the deer's brain tissue under a microscope. Something only done on an very 
small percentage of wild deer - some road kill some harvested. Most deer 
taken by hunters are large males in their prime. Your map is four years out 
of date for a very fast moving disease thought to be a result of the 
consumption of contaminated man made feed.
