There's an annual parade (HUGE... couple hundred entries),  
http://www.orangeshow.org/art-car/  , and a club, 
http://www.houstonartcarklub.com/ , and there's even a museum, 
http://www.artcarmuseum.com .  There's also a grande fete ball thing, 
but they don't let people like me into that.  (There's a matter of 
money and tuxedoishness that just doesn't work.)
