It depends on how much it rains where you are. If rain is a likely  
event, I would suggest a weather proof/resistent Ortlieb handlebar  
bags with the foam insert for cameras.

The current generation of dSLR should be a lot better for vibration  
since there are no delicate meter needles. I destroyed the meter on my  
first SLR, a Canon FTb, on my first long bike tour many year ago due  
to road vibrations.

Also, I no longer use handlebar bag for carrying my M camera and lens.  
The weight it too high and can affect bike handling. I stick them  
either in a padded rack trunk or in one of my front panniere when I am  
on tour.
