Richard,

Are you using the same scanner for both formats?  I noticed the same 
thing and I think that the Epson flatbed scanner shows the dust less 
than the Minolta Scan Dual II that I was using for 35mm.  Since I don't 
have room for both on my desk anyway, I'm now using the flatbed for 
everything.  I'm pretty pleased with the results.

I think the light source on the flatbed is more diffused than on the 
dedicated film scanner and this affects the perception of dust.
