Paypal can pretty well do as they please as they are not in any way subjected to government regulations, banks and Caisses Populaires are. Should I be under the scrutiny of the police for, let's say, money laundering, my Caisse Populaire has to advise me that the have transmitted some infos to the authorities. Not so with Paypal, even they themselves can suddently decide, without giving you any reason whatsoever that some of your financial transactions are under investigation for suspicion of fraud. They can then freeze your account for months at their leisure and there is very little you can do. Obviously they will use your money any way they please and collect the interest! You will have to prove to them that you have done nothing wrong! If a bank freezes my account however, I do have legal recourse. Anyway, sorry for the off topic post. Back to the forum. Best, Robert (Un chevalier sans blason)
