Many, many airports will not allow hand inspections.  In the USA, it's the 
law that they have to do it if you request.  Not so in any other 
country.  Heathrow absolutely will not, Guatemala City or Tegucigalpa 
either, or most airports in the Middle East.  That's why I use lead-lined 
bags.  If they refuse and you have to put the film through the x-ray 
machine, it's still safe.
