I don't claim to have any legal expertise but here's what the Picasa EULA
says:

"You acknowledge that Google, its subsidiaries and affiliates, and/or third
parties own all right, title and interest in and to the Picasa Software,
portions thereof, and any software or other materials (not including user
photos or message text) provided through or in conjunction with the Picasa
Software, including without limitation all intellectual property rights."

So it appears that they can't use your photos or text without permission.
Seems straightforward to me.
