All major US firms were alerted during 1938 that wartime orders would be following and that they should take steps to accommodate the priority for such orders. Ford and GM and Chrysler were actually among the last to adapt: GM was arguing with US steel in November, 1941, for increased supplies of steel to meet civilian demand for cars while US Steel was trying to supply steel to the military.
