But to qualify, the goods must be made in one of the NAFTA countries. Thus my prints go duty-free into the US, even though the value is way higher than the $25 "break point" for collecting duties. But goods of, say, German manufacture will be charged duty when being shipped from the US to Canada, or vice versa. For the record, the frames I put my prints in, are made in China. But the value of the Canadian made print, and the "value added" labour is more than 50% of the value, and thus qualifies as Canadian made. The other wrinkle is one you pointed out. Goods with a declared value of CAD$30 or less, come through without anything being charged. Technically, they should be dutiable, but at that level, the amount of duty charged is not equal to the cost of the paperwork. Customs fellas are quite pragmatic, that way.
