There are actually two reasons, one is the one that you give - which to some 
extent is understandable; the other is that flashes can trigger the alarms 
signalling an explosion when picked up by the cameras. Hence blanket ban. 
Doesn't matter that you don't use flash.

I know we did it a few weeks ago when we drove into a carriage on the 
Eurotunnel 
with our headlights up. We triggered the alarm in all twelve carriages we 
passed 
through!
