A Piper is a relatively slow aircraft, so he cannot look at regional work, or he'll be spending all of his time getting from place to place. It is also a good weather airplane, and ideally, he would fly with the door off while shooting, so that slows it more, and consumes more fuel. It seems to me that there are LOTS of marketing questions to be answered. With Google maps and Google Earth, many people don't really have the needs they once did of aerial. In addition, most tax offices now have either aerial or satellite images of the areas available to look at for free, with a nominal charge for reproduction. That leaves as a market those people who simply want to know how their business, or their house looks from the air. Not much to hang a plane mortgage on.
