TF-4 is a liquid.  I believe it is ammonium Thiosulphate.

Try Kodak Rapid Fixer with plain water and without the part B 
(hardener). It's a liquid so mixing and measuring is a breeze. If the 
Rapid Fix clouds up then go to distilled water. I'm assuming the 
Photographers Formulary is in powder form, right?
