Being farther west than Holland I can assure you that we have far more rain than Holland. Your years in Seville have obviously corrupted your estimation of what constitutes true rain :-) On another note, during the 18 months or so that I worked in France we never went to a resto more than once or twice a week. Mondays was a Japanese place, Thursdays was couscous. Other than that it was a baguette ate at the desk. The climate is basically rain year round, the only difference being that it is slightly colder in the winter than in the summer. The Dutch attitude to food is best illustrated with this country's lunch culture: since the body needs a certain amount of calories per day, and since some of those should be consumed in the middle of the day, lunch exists. But for most people it consists of eating a bland sandwich, often at the desk.
