As you'd expect, the rationale for why it was done has shifted several times... first it was to save money on bandwidth, then they'd been DDOS'd, then they just couldn't see why anyone from outside the US would need to see it, and I think the current explanation was that they wanted to make sure the site didn't get overwhelmed by furriners and not be available to loyal Amurricans lookin' to participate. Bottom line, I think... the campaign just doesn't want to think about the rest of the world. It's not a system problem... or, yeah, it IS a system problem. It's just not a NETWORK problem. -- R.
