The US Gov't. did pave Canada's portion, but didn't exactly wait for Canada's permission to cross the border to start work. Also, the US's adversaries saw it as an act of agression to provide means to transport troops and arms to Alaska. Pretty amazing effort from surveying the route, logging a path, building a road bed, paving, and keeping supply lines going for food, medical, social needs of the workers, all in shortened working seasons. The Canadians on the list can probably add their perspective.
