For a few news publications, that is true. That is not how it works 
everywhere or even most places. A rule I learned early on is do not 
turn in any photos you don't want them to run. Any photo editor worth 
their sale wants the bad stuff edited out before they look at a photo. 
Especially in the digital age where photographers shoot with impunity, 
since the budget no longer dictates how much film they can shoot. 
Although maybe the database budget dictates what they can keep.
