It's the range of combinations of shutter speeds and aperture values which all correspond to the same final exposure. Lots of old rangefinder cameras have the ability to lock the shutter speed and aperture, so that after you set the EV, you can turn one and both move, keeping your exposure the same. Hard to bracket using those cameras. Lots of light meters express readings in EV too.
