As to formaldehyde in a modern E-6 mix, I would be extremely skeptical. There are way too many regulatory issues with formaldehyde for a manufacturer to have more than trace quantities in any product that they expect to sell in the US, Canada, or the EU. What you have to remember is that you run something around two liters of chemistry every time you run four rolls. Most of that is water. When you wash for ten minutes at 2GPM how much have you diluted the chemistry? Modern chemistry is designed to be fairly friendly to the environment. Karen is correct; the silver will typically combine with something and become fairly stable. But the local EPA only really cares about the silver because they can measure that. Rick, This comes up all the time. Mix all the chemicals together and down the drain. Your wash water will dilute the chemistry so that is no worse than normal household cleaners.
