This is a simple question, but unfortunately, there is no simple answer. It would appear that the 90 TE suffered from production variation and lack of quality control. As such, there are good examples out there, and there are not so good examples. I have one of the good (or at least, better) ones. I like it because I don't use the 90mm focal length much on a rangefinder, and the 90mm TE is a very compact lens. I have bought the 90mm metal hood which Leica made and this reverses onto the lens barrel when not in use, giving you a very compact package in storage and transportation, but also a very effective lens hood during use. The later 90mm f/2.8 Elmarit-M is probably a better lens in terms of resolution and contrast. Which one you get is largely a matter of whether you are confident in your ability to test a lens for defects, and how much you value a compact package. I like mine a great deal and chose it in preference to the 90mm Elmarit-M. For the kind of stuff that I do (travel photography, occasional portraiture, always ISO 400 B&W film) I doubt that I'd see much of a difference between the two.
