Scanners tend to accentuate things like dust particles and scratches on
negatives, probably due to the optics of the scanner (Callier effect?).   I
have negatives which will print just fine in an enlarger, but which look
like a mess when scanned.

I'm not sure what Photoshop Elements comes with, but regular Photoshop 7
includes the Healing (and Patch) tool which is fabulous for removing
scratches, dust marks, etc.
