Had I intended to photograph a child more or less alone at play ground, I certainly would have approached the parent(s) before doing so. The situation at Summerfest was 20 - 25 kids in a fountain surrounded by twice as many parents and onlookers. Id have needed a bull-horn and an assitant to work out the logistics of permissions.
