The best low-cost all-round solution, of course, is a 2.8/35 Jupiter-12 from Russia. It is a clone of the Prewar Carl Zeiss Jena 2.8/3.5cm Biogon, it is coated, and it is relatively small in size while capable of magnificent resuls. The one warning I would give is that you insist on a right of return as, well, quality control has never been the strong point of SPS production: when they do good, they do REALLY good, but, then, when they do bad, they do awful. Jupiter-12's normally run around $75 and a good one is worth ten times the price.
