There are several programs that can fix that. Er, well....hum. "Fix" isn't really what I'd say these programs do (yes, I know it's a bit anal). Fix, to me, would imply that the noise was corrected...as in, made correct. That's not what happens. Anytime you postprocess an image as these programs do, they more doctor than fix. The "fidelity" (meaning accuracy of reproduction) of the image may in fact be no better, but it simply "appears" better because it removes what would appear as visual aberrations in image data. Kind of like dust spot removal. You can't replace the dust spot with the actual image information, but you can guess at what it might have been...and that usually does a pretty good job.
