I agree, it's replaced Delta 3200 as my high speed film. I also rate it
at 1600 and develop in Xtol. See the link below for an example...

I started using Neopan 1600 a few months ago and have become a total 
convert. While it may be theoretically slower than Delta 3200 or Kodak 
TMZ, in practice I find that when I rate both Neopan 1600 and Delta 
3200, I get much superior results from the Neopan: more shadow detail, 
richer negatives, better highlights, less grain. Simply better in every 
respect. I develop the Neopan in my Jobo processor, and the following 
two developers have worked well for me:
- - XTOL 1+3, 12,5 minutes at 20 C
- - Ilfotec DD-X 1+4, 5 minutes at 20 C
