Actually, I find that it's almost always a good idea to do some unsharp 
masking (~ 85%,  0.4, 0) after resizing but   before saving it as a 
jpeg (File/Save for Web... is the best route because it optimizes and 
shows a preview). I do NOT sharpen the original photoshop file before 
resizing.
