For the way I use my M6, because I would rather have one f-stop than 4mm of focal 
length.  Having used both the 24 and the 28 in other camera systems I have always 
found the 28 to be somewhat handier and a bit more forgiving.  Granted, the Leica 
24 is superior to, say, a Nikon 24, but even so I think the 28 would suit me better.  I 
think a 28 could replace my 35/2 as my favorite but I doubt the 24 ever would.  Like 
so many preferences and prejudices in photography, this is purely subjective.
